He says that Spirit can only know Self within Self, and that we are here to discover something on behalf of All That Is. In order to do this, we have gone outside of "All That Is" for our journey, and continue to exist outside of All That Is. Tobias explains the First Circle (home), the Second Circle (our universe) and the purpose of the Third Circle. He also talks about Arcturus, the "stage" for acting out potentials before we play them out on this planet.
